RFI response and reply on the wholesale high-speed access markup, arguing against incumbent proposals to increase the rate from 30% to 40%.

  • Adopt a reasonableness test to prevent retail-wholesale rate inversion

The CRTC's comprehensive review of the wholesale high-speed access service framework. Led to TRP 2024-180.

FTTP Wholesale Access

Application for fibre-to-the-premises wholesale access. Led to Telecom Decision 2023-54 and catalyzed TNC 2023-56.

In-house regulatory at a competitive ISP, focused on wholesale rates and mobile wireless policy.

Wholesale Rate Reversal

Fought the incumbent carriers' applications to reverse the CRTC's lower wholesale internet rates. The Commission ultimately sided with incumbents in Telecom Decision 2021-181, reverting to higher interim rates.

Disaggregated Wholesale HSA

Intervention in the CRTC's proceeding on CNOC's application to improve the disaggregated wholesale HSA regime. Led to Telecom Decision 2023-53.

  • Reduced level of disaggregation to lower barriers to deployment
  • Address barriers to use of disaggregated wholesale HSA services

Wholesale Rate Setting

Intervention and reply in the CRTC's proceeding on wholesale internet rates, part of the long-running wholesale rates saga.

Mobile Wireless & MVNO Review

The CRTC's review of mobile wireless services, including whether to mandate MVNO access. Led to TRP 2021-130.
